Why do we have overlapping institutions?

This is a brilliant paper by Johannes Urpelainen of Columbia University and Thijs Van de Graaf  of Ghent University.

One critical and practical question when it comes to institutions is that why do we have near similar instituions doing the same task? What is the need for such kind of overlapping institutions? Why does the political system establish these overlapping instis and not work with the incumbent?

The answer is this bargaining power between defender (who defends the existing inst) and challenger (the one who wants to set a new one). If the former is weak and there is institutional capture alongwith domestic pressure to change things, we get a new insti:
