Shreekant Sambrani has a nice column on the topic.

He calls PlanCom a dinosaur and says it left two  species – crocodiles and birds:

new body must learn to hasten slowly and establish its credentials through actions.

The extinct dinosaurs have left two vastly different descendants: the loathsome lizards and crocodiles resembling their forebear, and the graceful birds. That just about sums up possibilities for the NITI Aayog.

Hmm..Nice analogy..
