How Kuwait can use fiscal instruments to cut congestion?

Good to see useful papers from likes of Kuwait Univ.

It is written by Dr. Fatima Al Matar and is a decent read on traffic issues and how to reduce congestion:

The people of Kuwait suffer from extreme traffic congestion, the overpopulated roads of the small state of Kuwait are costing people time and money. The Kuwaiti government needs to control the growing issue of environment pollution and road related accidents, this paper sheds the light on various fiscal policies which have proven effective in other countries suffering traffic congestion and focuses on which of these policies can benefit Kuwait.
Nice bit. Draws examples from S’Pore and London experiments to cut congestion.
